Because you see, neither Vivek or Elon is an American, not in any way, not with any basis whatsoever in America.
They are not made to be legal citizena or legal immigrant. They do not understand those obligations.
Like their patron, they live outside any universe of decent men or ever known to decent men.
Article I of the United States Constitution says the Congress of the United States, and only the Congress of the United States may or can create its governments departments.
Presidents do not. The Congress does. Presidents do not fund the government, the Congress does.
Its power to do that, the most fundamental authority in English speaking democracy, reaches back to 1215 and here, in these United States to 1619 and has been set since November 1787 in Article I.
There is good reason the legislative power is in Article I and the executive power in Article II.
The founders knew the greatest, nearest power to the people -those submitting to being governed – resides in the legislature.
There is no such thing as a department of government efficiency.
It does not exist.
It will not exist unless it is created by the Congress of the United States.
It has not been.
It never has been.
It never will be created.
Anything it ever attempts to do will be unconstitutional, illegal – condemned by democracy.
